I find it hard to put on the right amount of power for a layup when im going full speed, and im pretty fast, 5.0 40 yard dash (if you find that fast idk), anyways is there anyway to know how much power to put when you CANT slow down because theres a defender chasing you as you go up for a layup.

Jumpstop or reverse layup.
Or you can go fast then pump fake watch the defender fly

you have to learn to control the ball because if your going 10 mph and you throw the ball straight up it will hit the back board at 10 mph so you have to learn to slow the ball down and put it soft off the glass and almost throw it backwards to decrease the speed. Just practice you'll get the hang of it
