I honestly want to find that out myself. I find if you have a quick first step, you can get past anybody without necessarily being fast.

ya its true you can have a quick first step without being fast but it definitely helps and i dont think you can have a super elite first step without very good speed but one thing that helps is just practicing your blow by on a defender in practice

coordination/movement efficiency + power/ability to exert force at a fast speed = your first step speed.

I think overall there is no clear formula on how to achieve it. For me it is flexibility + power and the confidence to handle the ball well. Also maintaining a lower body fat.

Or the most simple answer. Just practice your first step as fast as you can over and over and over, eventually it will get faster. Increasing power in your legs will also help, just like a quick stepback, strong legs is important.
